Patrick Kelly’s qualifications include significant research experience. From 1986 until 1999 he worked first as Research Assistant, Sr. Enrollment Analyst, Associate Director and then Director in the Office of Enrollment and Academic Research, Saint Louis University. From 1999 to 2001 he was an Associate Director in the Office of Planning and Budget and Institutional Analysis at the University of Colorado at Boulder. Since 2002 he has been an Adjunct Professor in Research Methods and a Research Associate with RegionWise. He has served as Research Consultant to PROJECT CARING, (1993) --- provided computer support including database design and statistical analysis of social service, academic performance and student health data for two inner-city middle schools. He was also an Evaluator for the Desegregation Monitoring Committee (DMAC), St. Louis MO, (1987 to 1988). He has a B.A. from Regis University, an MAPA in Public Administration and a Ph.D. in Public Policy Studies, Saint Louis University.

Prior to her work at SLU, Ms. Luebbert served as finance manager for the Surgery Department at Saint Louis University Medical Center. Her main responsibility in the department was clinical and research grant management, overseeing an annual budget of over $30 million. She has a B.S. from Indiana University, a Master's Degree in Health Administration from Washington University and pursuing graduate work in Public Policy Studies at Saint Louis University.

Rob Ryan contributes to work on research methodologies in CEPS with a particular emphasis on the application of Geographic Information Systems (GIS). He also works with the Stupp GIS Lab providing assistance to students and faculty as well as nonprofits and community groups outside of the university. He graduated with an MA in Urban Affairs and a Certificate in Geographic Information Systems from SLU in 2007. After spending a year conducting research in the commercial real estate industry, he was asked back to SLU and is currently working part-time towards a PhD in Public Policy Analysis. His research areas of interest include concentrated poverty, demography, housing, Transit-Oriented Development, and the use of GIS to measure the built environment.
